It is best to coordinate with all interested parties and select the best fit for the contract, which can be meeting a combination of customer needs. However, you will need to identify the main customer, end-user, and designated TPOC for the effort. Letters of support from other customers are encouraged and considered during proposal evaluation, but do not fulfill the Customer Memorandum requirement.
